TO: Professor Onyebuchi Chukwu, Minister of Heath, FRN.
FROM: Nigerian Diaspora Advisory Group
SUBJECT: EBOLA: Suspend ECOWAS Citizens' Travel Privileges
DATE: 2014, August 17.

Dear Professor Chukwu:

As previously discussed we believe and recommend that circumstances are ripe for the Federal Republic of Nigeria to invoke the relevant Articles of Association with a view to suspending the Protocol on Privileges of Citizens of Member States to travel freely within the The Economic Community Of West African States, Ecowas. [Detailed copy of this summary has been sent to your office via the usual channel]

Fifteen nation Ecowas was founded in 1975 to promote economic integration in "all fields of economic activity, particularly industry, transport, energy, commerce, telecommunications, agriculture, natural resources, monetary and financial questions, social and cultural matters...."
The Ecowas Protocol deliberately left out SECURITY AND PUBLIC SAFETY so that member nations can make decisions on matters of security and public safety. For example, foundations of the 28 member European Union were laid in 1951 but it was not until 2004 that the EU affirmed right of all members to freely travel within the EU. Thus like the E.U, the Ecowas protocol anticipated public safety circumstances that would necessitate the suspension of the free travel of citizens throughout Ecowas.

The Ebola virus and rising epidemic meets the threshold for suspension of privileges.
Ebola is a direct threat to the health and welfare of Nigerians. Ebola threatens our national security. Therefore, we urge you to invoke the relevant Ecowas articles of association and suspend the privilege of citizens of Guinea, Liberia and Senegal to freely enter and remain in Nigeria until further notice. Diplomatic and extraordinary exceptions must be honored, of course. We also urge you to put the Governments of other Ecowas states on notice that proof of enhanced screening for their citizens would be required until the current Ebola epidemic has been brought under control.

Prof. Chukwu: Nigerians are relying on you to take all steps necessary to protect them and their safety demands no less. [As indicated, a detailed copy of this summary has been sent to your office via the usual channel]
Thank you
