CORRUPTION ALLEGATIONS: LECTURER PETITIONS BUHARI, ICPC AND IGP, INDICTS DELTA GOVERNOR OKOWA AND OTHERS.

A lecturer with Delta State polytechnic Oghara, Mr. Osiobe Ovie has petitioned President Buhari, ICPC Chairman and the Inspector General of Police over various crimes allegedly committed by the Polytechnic Rector Dr. (Mrs) Clara Sogbaike, the Bursar, Mr. Napoleon Akpubi and the Registrar, Mr. Benson Omonode. Mr. Osiobe Ovie alleged that Dr. (Mrs) Clara Sogbaike and others looted a whooping sum of over One Billion naira (N1,000,000,000.00) from the institution’s account and other corrupt practices (including awarding fake Result and Certificates to students as against National Board for Technical Education (NBTE) courses approval and accreditation reports and extorted N5,500 each from over 70,000 (Seventy Thousand) students to carry out fake life policy insurance for the student).

The lecturer alleged that he was abducted for exposing these crimes in the polytechnic. Mr. osiobe who alleged that the Rector, Registrar and Bursar has since August 2014 resisted arrest by the Police Force Headquarters Abuja with the aid of a court injunction which the Police Legal Department in Asaba has deliberately refused to vacate the order since September 22nd 2014 to date. Mr. Osiobe alleged that some very Senior Police Officers (names withheld) both in Police State Command Asaba and Zone 5 Benin City aided, abetted, conspired and protected these corrupt principal officers of the polytechnic from being prosecuted.

Mr. Osiobe also alleged that the Rector, Registrar, and Bursar are also being investigated by the Independent Corrupt Practice And Other Related Offences Commission (ICPC). Mr. Osiobe Ovie further alleged that the commission has been sued by the same Rector, Dr. (Mrs.) Clara Sogbaike and two others for alleged infringement of their Fundamental Human Right in Asaba High Court of Justice. Mr. Osiobe alleged that Dr. (Mrs.) Sobgaike is only trying to scuttle Police and ICPC investigations into their alleged crimes. Most notable amongst Dr. (Mrs.) Sogbaike’s alleged crimes, is her involvement/link in the sponsorship of ammunitions, bullets, guns and other dangerous weapons to some students/staff who were involved in cultism, robbery and unlawful possession of firearms. A staff of Delta State Polytechnic, Engr. Dickson Eghwatore and four other students were arrested for cultism/robbery and unlawful possession of firearms in Oghara Police Divisional Headquarters, Delta State in October 2014.

The lecturer alleged that the offence being a capital offence ought to have been transferred to Asaba Police Headquarters for further investigation, but the case was silenced by the Divisional Police office in Oghara with the interference of their sponsor, Dr (Mrs.) Clara Sogbaike. Mr. Osiobe Ovie allege that the Rector, Dr (Mrs.) Clara Sogbaike never expelled the students involved in the crime neither did she query/dismiss Engr. Dickson Eghwatore (The staff of the Polytechnic indicted in the crime). Mr. Osiobe Ovie alleged that the management of the polytechnic concealed the crime for over one year until Engr. Dickson Eghwatore was re-arrested on 22nd October 2015 on the directives of the Inspector General of Police, Mr. Solomon Arase. Bullets, Guns, Daggar and other dangerous weapons have been recovered by crack operatives of Federal Special Anti-Robbery Squad Abuja. Some of the other suspects are still at large while investigation is ongoing. Mr. Osiobe alleged that several petitions he wrote to the Delta State Governor, Dr. Ifeanyi Okowa and the Secretary to the State Government Hon. Festus Ovie Agas were unattended to and even several text messages sent to both the telephone lines of the Governor and SSG fell on deaf ears, a clear indication that the State Government has full support for impunity, corruption and notorious criminal activities taking place in the Polytechnic. Mr. Osiobe alleged that since the rector and her cohorts could not terminate his life for exposing their crimes, they terminated his appointment as a lecturer unlawfully with the active connivance of the former Commissioner for Higher Education, Delta State, Prof. Hope Egaga, the Permanent Secretary and Director of Higher Education, Delta State (all beneficiaries of the fraud perpetrated by the Rector and others).

PRESIDENT BUHARI, DSS, NSA OTHERS FIRED OVER AGENCY'S OIL DEAL FRAUD

A Legal Practitioner, Barr. Innocent Ezeukwu has petitioned the President of the Federal Republic of Nigeria, President Muhammadu Buhari, the National Security Adviser (NSA) to the President, the Director- General DSS, the Head of Civil Service of the Federation and the Auditor- General of the Federation over the high level of impunity and corruption perpetrated by some very senior officials of NOSDRA(Sir Peter Idabor- DG NOSDRA and B.O Akindele- Deputy Director NOSDRA and their cohorts) over oil spills that occurred in Okpai-Oluchi Kingdom in Ndokwa East Local Government Area of Delta State in December,2009. The first oil spill occurred on 17th December,2009. 

The causative company (Sterling Oil Exploration and Energy Production Company-SEEPCO) refused to report the oil spills until 13th September,2010 when Mr. Ikechukwu Nwabueze (the subhead of Umu-Zoma family in Umu-Enuese) through his secretary Engr. Friday Ani reported the oil spills of not only Okw ‘B’ location of 17th December,2009 but also for other three locations which the causative company-SEEPCO deliberately refused to report. According to section 6(2) of the NOSDRA Act 2006, An oil spiller is by this act to report an oil spill to the Agency (NOSDRA) in writing not later than 24 hours after the occurrence of an oil spill, in default of which the failure to report shall attract a N500,000.00 penalty for each day of failure to report the occurrence. Unfortunately, SEEPCO, the causative company failed to report the oil spills for three separate locations (OKW’B’, OKW’B’ Extension, OKW ‘C’ and Obeze locations). Barr. Innocent Ezeukwu alleged in his petitions to the President of the Federal Republic of Nigeria that the default fines for SEEPCO not reporting oil spills amounted to over 3 billion naira(N3,000,000,000.00) due to Federal Government of Nigeria which the causative company –SEEPCO ought to have paid into one of the accounts being operated by NOSDRA as at then before the introduction of Treasury Single Account( TSA). 

The question is, Was this money paid by SEEPCO to NOSDRA? Into which account was it paid? Was it remitted to the Federal Government account? If it has not been paid since 2009 to date, why? Barr. Innocent Ezeukwu claimed in his separate petitions to President Muhammadu Buhari and the National Security Adviser (NSA) that several attempts through several petitions to EFCC, ICPC, Police and other agencies to probe these super rich Civil Servants turned Billionaires (Sir Peter Idabor, B. O. Akindele and others representing NOSDRA) who conspired with SEEPCO in further polluting the Okpai- Oluchi Kingdom without paying compensation to the rightful owners of the damaged property since 2009 after a Joint Investigation Visit (JIV) and Damage Assessment had been carried out since September 21st, 2010 yielded no positive results. Barr. Innocent Ezeukwu also alleged in his petitions that one of his clients (Mr. David Enakireru- an environmental consultant with NOSDRA was brutalized by army personnels guarding SEEPCO oil facilities and left him incapacitated and he can no longer perform his conjugal marital function of sleeping with his only wife for reporting and exposing SEEPCO’s oil spillage). NOSDRA and SEEPCO has up till date refused to compensate Mr. David Enakireru for him to get treatment. He also claimed in his petition that one of his clients (late Osita Adikun) died as a result of drinking the polluted water unknowingly and the cause of his death (chemical poisoning) certified at Federal Medical Centre Asaba. Up till date the family of the late Osita Adikun who lost their bread winner has not been compensated. 

Several attempts to make the causative company- SEEPCO to pay up the compensation money to the individual families whose property were damaged by the oil spills has met brick walls because NOSDRA, the Agency saddled with the responsibilities of regulating, supervising, advising and sanctioning oil spillers- as in the case of SEEPCO has compromised and neglected their primary responsibilities of sanctioning SEEPCO- who up till date has continued to pollute the poor community with the connivance of a Pro-NOSDRA faction (some family members of Umu-Enuese family who are represented by a legal practitioner, Barr.J.H Ijeoma, who also doubles as a lawyers to both NOSDRA and SEEPCO). Barr. Innocent Ezeukwu through his petitions to the President of the Federal Republic of Nigeria, the National Security Adviser(NSA) to the President, Director- General DSS, the Head of Civil Service of the Federation and the Auditor-General of the Federation, has appealed to the Federal government to direct all anti-graft agencies/MDAs in possession of his petitions to immediately take action on them and probe /investigate these super rich Civil Servants (Sir, Peter Idabor-DG NOSDRA, B.O Akindele- Deputy Director NOSDRA and other senior officials of the Agency) who have connived with SEEPCO to defraud the Federal Government of over 3 billion naira(N3,000,000,000.00) and also stop SEEPCO from further polluting and burying toxic waste in the community which is not in line with oil exploration standards.

NIGERIAN YOUNGEST LEGISLATOR RECIEVES INTERNATIONAL PEACE AWARD

The Deputy Speaker, Delta State House of Assembly, Rt. Hon. Friday Ossai Osanebi has received the RHANAS Global Peace Humanitarian Award in recognition of his exemplary efforts in substantially improving the lives of others and for his significant contributions in Peace and Humanitarian services around the world. The International service award was bestowed on the Deputy Speaker in the United Kingdom at the Royal Mercure Hotel for his active and leading involvement in human development through his various human empowerment and development drives cum education. Other areas where the Deputy Speaker has shown capacity, exemplary leadership and leading involvement includes: disaster relief, refugee assistance, civil society, equitable economic development, health, environment, population, or public policy. The Deputy Speaker who was astonished by the international recognition said : "I feel so honoured for this international Award and promise to always be committed in working throughout the coming years to advance these most noble ideals, contributing to the achievement of the Sustainable Development Goals." He also called on the international rescue committee and other international organizations to double effort in reintegrating persons that have been challenged and displaced as a result of war and other social disorders especially in West Africa and Nigeria in Particular. "I will use this opportunity to ask The United Kingdom Government to help the refugees crisis where possible"; he added. RHANAS Director, Dr. Salinder Supri shortly before the award presentation said: "the Award recognizes individuals who have demonstrated extraordinary leadership in support of Non Government Organisations (NGO’s) and the people they serve in the developing world who carry out their work effectively in their own home countries or regions. The purpose of the Award seeks to honour these individuals for their bravery and commitment to the most vulnerable populations around the world". Dr Salinder, also said that the award was to embolden the Deputy a speaker to do more and applauded his practical involvement in human empowerment thus far. " The Award is a call to service not just to one’s own country alone but to the world at large which has now become a global village where we must all join hands in partnership for Peace in making it a more better and safer place"; he said.Rt.
